Pahalgam Terror Attack: Why India Is Choosing Strategy Over War

By Advocate Amaresh Yadav, Supreme Court of India
On April 22, 2025, the serenity of Pahalgam was shattered by a brutal terrorist attack that killed 26 innocent people, most of them Hindu pilgrims. The Resistance Front (TRF), a proxy of Pakistan-based Lashkar-e-Taiba, claimed responsibility—yet again dragging the Kashmir Valley into the shadows of fear and political tension.
While the public rage is valid and emotional calls for military retaliation are understandable, this time, India has taken a different path. As an advocate in the Supreme Court of India and a keen observer of strategic affairs, I believe this approach deserves careful reflection—because not reacting with bombs does not mean not responding at all.
A Changed World Order: The Russia-Ukraine Lesson
Modern warfare doesn’t end on the battlefield. The Russia-Ukraine war is a cautionary tale: prolonged conflict, economic sanctions, civilian suffering, and a divided international order. India understands that an impulsive military reaction could derail its economic momentum, risk a nuclear flashpoint, and fracture the very global support it seeks to build.
We’re not in 1971 anymore. This is 2025. Wars are now waged through economics, diplomacy, and information warfare.
India’s Real Response: Strategic, Silent, and Serious
Despite what social media might say, India has not remained silent. It has chosen smarter, more sustainable tools of statecraft:
1. Indus Waters Treaty Suspended
For decades, India allowed water to flow to Pakistan even during times of hostility. That goodwill has ended. By halting the treaty, India is leveraging one of its most powerful tools—control over Pakistan’s water supply. This is not just symbolic; it’s strategic.
2. Diplomatic Pushback
India has expelled Pakistani diplomats, suspended visas, and shut down the Wagah-Attari border. These aren’t just formalities—they isolate Pakistan diplomatically and economically, hitting where it hurts.
3. Military Preparedness Without Escalation
While India hasn’t launched missiles, it has launched readiness drills. “Exercise Aakraman,” featuring Rafales and Su-30s, is a clear message: India is alert, aware, and able—without giving Pakistan the excuse it wants to escalate.
Experts Approve the Shift
Military strategists like Col. T.P. Tyagi and PK Mishra have praised the approach. Even defense analysts admit: a full-scale war is emotionally satisfying but strategically foolish. The real win lies in forcing Pakistan into a diplomatic and economic corner—not in burning a few camps across the border.
From a constitutional perspective, India is walking the line between Article 51 (international peace) and Article 355 (national protection). It’s a complex balance—and the current response reflects that maturity.
A Word on Public Distraction
Some critics claim the government shifted focus from Pahalgam to issues like caste census to divert public attention. That may partly be true. But diverting anger into dialogue, debate, and democratic processes is still preferable to bloodshed. Public emotion is real—but responsible governance means channeling that emotion wisely.
Final Thoughts: Patience Is Power
India isn’t doing nothing. It’s doing what matters most—without playing into the enemy’s hands.
This is not weakness. It’s wisdom.
The true strength of a rising superpower lies in choosing its battles—and its battlegrounds. India is doing just that.
Let the world take note.
